The location is. Urgench is a regional city, far from Tashkent's hospitals, specialist training centers, and the larger Indian student community that makes daily life easier abroad. Not yet confirmed. BIEMU is still pursuing WHO and NMC recognition, according to its own admissions material. That means a student enrolling today is betting on approvals that have not landed. If they land late, or fail to land, your degree's recognition is at risk, along with your ability to sit NExT in India at all.
IPER Tashkent already holds WHO, NMC, and ECFMG recognition. It also costs less: $20,000 to $24,000 against BIEMU's $24,000 to $28,000. You would be paying more at Bukhara Innovative for a recognition status that is still pending, against a school where every approval is already secured.
