Service Bond Rules for MBBS in Himachal Pradesh (2026)

1. Compulsory Service Bond (MBBS- UG)

Himachal Pradesh is presently considered a “No Mandatory Rural Service Bond” state for MBBS graduates. Students completing MBBS from Government Medical Colleges such as IGMC Shimla or SLBS Government Medical College Mandi are not required to serve in rural or government health centers after graduation. This allows graduates to directly pursue postgraduate studies, government jobs, or private practice without any compulsory service obligation.

2. Seat Leaving (Discontinuation) Bond

Although there is no post-MBBS service bond, a seat discontinuation penalty applies. If a candidate leaves the MBBS course after the final admission cutoff date, they must pay a penalty. As per recent norms, this typically involves paying the remaining course fee or a penalty amount of around 10 Lakhs, as notified by the admission authority.

3. Difference Between UG and PG Bond Rules

It is important to distinguish MBBS rules from postgraduate policies. In Himachal Pradesh, MD/MS students must complete a compulsory 2-year government service bond. Failure to fulfill this obligation attracts a penalty of approximately 40 Lakhs, making PG bond conditions significantly stricter than MBBS regulations.

MBBS Seat Leaving Policy in Himachal Pradesh 2026

Himachal Pradesh maintains firm seat leaving rules to prevent seat blocking in government MBBS admissions. Students who leave their allotted government medical college seat after confirmation face financial penalty and forfeiture of security deposit submitted during NEET UG counselling.

The HP High Court has directed the quick issuance of NOC for doctors who pay the applicable penalty in lieu of rural service indicating an established financial exit mechanism, though all penalties must be cleared before any document release or further admission.

Seat Leaving Disclaimer

Seat leaving penalties and rules vary by counselling stage and institution. Check official guidelines at hpmedicaladmission.nic.in before cancelling or discontinuing your MBBS seat.
