MBBS in Philippines has emerged as a new way to become a doctor. But you must know there is no fixed list of approved foreign universities by the National Medical Commission (NMC). It checks each foreign medical degree against the FMGL Regulations 2021 only when a graduate applies for the FMGE. The University of Northern Philippines (UNP) runs an MD program structured to satisfy all four FMGL conditions. That makes UNP graduates eligible to take the screening exam. It does not guarantee a pass. UNP's FMGE pass rate has been falling and the real numbers appear in Section 6. No university can claim automatic NMC approval. The old Medical Council of India (MCI) approved-list system ended in 2020. Eligibility is not the same as an outcome.
How NMC Actually Decides If a Foreign Degree Is Valid
The NMC does not maintain an approved list of foreign medical colleges. The old Medical Council of India (MCI) system kept such a list, but that ended when the NMC took over in 2020. Since 18 November 2021, the FMGL Regulations 2021 apply to every foreign medical graduate. Regulation 4 sets four binding conditions. A foreign degree must meet all four before a graduate can register for the FMGE. The NMC checks these conditions at the time of the screening exam application, not at the time of admission. This is a criteria check, not a pre-approved status.
A foreign medical degree must clear these four conditions:
- The medical course must last at least 54 months.
- The graduate must complete a 12-month internship at the same foreign institution.
- The entire course must be taught in English.
- The degree must allow the holder to practice medicine in the country that issued it.
Students admitted on or after 18 November 2021 fall under these rules. Students admitted earlier fall under the older Screening Test Regulations 2002. The National Board of Examinations in Medical Sciences (NBEMS) runs the FMGE as the operative screening exam.
UNP Checked Against the 4 FMGL Conditions
University of Northern Philippines's MD program lines up with each condition. A separate pre-medicine phase does not count toward the 54-month minimum. The clinical MD phase is what the NMC evaluates.

The Commission on Higher Education (CHED) regulates Philippine medical schools. CHED confirmed to the Embassy of India in Manila that Philippine MD programs align with the NMC's 54-month norm. This country-level fix applies to all CHED-accredited Philippine MD programs, not only UNP. The MD course follows a pre-medicine phase, but the clinical MD phase is what counts for the 54-month rule.
What "NMC, WHO, ECFMG, FAIMER" Recognition Actually Means
Agents often list four acronyms. Parents see those acronyms and assume full approval everywhere. That assumption is wrong.

None of these bodies approve a degree for India. Only FMGL 2021 compliance, checked by the NMC at FMGE application, does that.
The 2024 Legal Fix Behind "Right to Practice"
The Philippine Medical Act of 1959 kept the Physician Licensure Examination (PLE) closed to non-Filipino citizens. That created a direct conflict with the FMGL host-country practice rule. Indian graduates could hold a valid Philippine MD degree but could not legally practice inside the Philippines. The NMC treats that right to practice as a binding condition. A late-2024 legislative amendment opened PLE eligibility to foreign graduates. This change closed the legal gap for UNP and all Philippine medical schools. Before 2024, a strict reading made Philippine degrees ineligible for FMGE. This single amendment is the reason many agents now call Philippine MD programs NMC-compliant.
Real Outcomes: FMGE Pass Rate and Current Exam Status
Real pass-rate data matters more than eligibility claims. The FMGE pass rate for UNP graduates is trending down.

The 2025 pass rate of 19.6% means fewer than one in five UNP graduates cleared the exam that session. Don't underestimate the preparation of FMGE, this is not an after thought but a specific preparation after MD. UNP's First Attempt Pass Rate for the Physician Licensure Examination (PLE) is 59.76%, which is higher than the national average of 49.7%. This is a different exam with different curriculum alignment. It does not predict FMGE success.
Many competitor pages say FMGE/NExT as if both are active. That is imprecise. NExT has not replaced FMGE. As of 2026, the NMC has deferred full NExT rollout to the 2028 - 29 cycle. Do not rely on an agent's screenshot. NMC rules change and older screenshots go stale. Run your own checks before paying any agent.
